experimental buggy starboard + ticket transcript rework + chores (deps)
basically uhh if you star a persons message it gets sent to the starboard, current minimum star count is 3 but i will consider lowering/raising it depending on how people use/misuse it.
also, ticket transcripts get sent to the ticket owner when the ticket gets closed now
and i added back noblox.js because turns out i there are unused imports that i forgot to clean up
(i added a copilot instruction manual so that if i need a clanker to help me out, it knows what its doing. cant afford stupid clankers fucking up my codebase.)
